The new Homeless (Suitability of accommodation) (England) Order 2012 has certainly thrown down the gauntlet to cash strapped local authority homelessness units across England.
New ways of thinking and new ways of acting are called for if we are to turn the challenge into an opportunity. It really can be done.
Our ability to fulfill the homelessness duty has actually been opened up rather than closed down if we can look at service provision in a different way, where councils become service facilitators and enablers as opposed to merely service providers.
We can do this if we create partnership approaches.
